The Council used “economic base” job creation as its primary metric. “Economic base” refers to jobs that yield goods or services that are sold outside of the state or, in the case of some federal jobs, that are mostly paid for by taxpayers in other states. Economic base job-creation is the primary goal of most economic development strategies because economic base jobs attract “new” money needed for the state economy to grow.
